Dr. Hossain
is a career bureaucrat with an excellent educational and research background on issues of national and international importance. He has published articles on a diverse range of topics in a number of professional journals and books. His fields of interest include governance, human resource management, local resource mobilization, anti-corruption, hidden economic activities, poverty alleviation, feminization of poverty, promoting right based approach, access to justice and gender based violence.

Presently, Dr. Hossain is the Project Director of Multi-Sectoral Programme on Violence Against Women of the Ministry of Women and Children Affairs which is being implemented jointly by the Government of Bangladesh and Government of Denmark in collaboration of 10 partner ministries.  He guides, supervises and coordinates the activities of the One-Stop Crisis Centres (OCCs), National Forensic DNA Profiling laboratory, National Trauma Counseling Centre, National Helpline Centre for Violence Against Women (Toll Free 24 hours helpline 10921) and National Database on Violence Against Women and Children

In 2003, Dr. Hossain was awarded a Ph.D. in Economics from the University of Rajshahi. Prior to that, he obtained M.Sc in Agricultural Extension Education from Bangladesh Agricultural University, Mymensingh. 

Dr. Hossain is also the Director of the National Centre on Gender based Violence, the Chairperson of the National Human Rights Advocacy Forum – Protecting Human Rights Programme --- a project supported by the USAID, the Chairperson of the South Asian Association of Child Helplines and the Nodal Person of Lead Implementing Agency of the Toll Free Helpline for Women and Children in SAARC Member States Project. 

Dr. Abul Hossain is married to Quamrunnahar and they have been blessed with two sons.
